| The Directed
Energy Test (DET) Science and Technology (S&T) Executing
Agent (EA) is soliciting suggested topics to be included in
the consolidated topic review list that will be used to develop
the DET S&T Broad Agency Announcement (BAA) for FY11.
BAA topics are intended to address current DE testing gaps
and simultaneously provide the Major Range and Test Facility
Base (MRTFB) sites, DE weapon system programs, and DoD laboratories/test
ranges with high risk, high payoff technology solutions to
overcome current/future Test and Evaluation (T&E) challenges.

Please feel free to comment on the FY11
Draft DET S&T Topic list with any additions, modifications,
deletions, or enhancements that will improve and shape future
DE T&E capabilities and infrastructure with present S&T
investments. If you propose to incorporate additional topics,
please provide rationale including the T&E shortfall that
is addressed. Please remember, that in identifying these topics,
they must be S&T (6.3 level funds - advanced technology
development) and the eventual deliverable should have high
transition prospects for insertion into DoD laboratories/test
ranges. In terms of technology readiness levels, we look to
fund efforts starting at technology readiness levels (TRL)
3-4 and ending at 5-6 (a brassboard, prototype, or verified
M&S software tool). Comments and remarks are requested
to be submitted no later than Friday 22 January 2010 and should
be sent to both contacts provided below.
As done previously, we will follow the same
two-phase BAA process with white papers submission and then
request for proposals for FY11. We expect to release the FY11
BAA in March/April 10.
